1.  Possible Character Names

This is, by no means, an exhaustive list. They're simply ideas for an adopter to look at if they can't think of a name they like for this character. Though the character's body type appears feminine, please keep in mind that there are no limits to this character's gender expression or choices.

Male:

  • Célestin: French version of a Latin name meaning "of the sky" or "heavenly".
  • Kassandros: The masculine form of the Greek Kassandra, this name is believed to mean "a man who excels" or "a man who shines". It is the name of an ancient Macedonian king, and the feminine form was the name of a prophetess in Greek mythology.
  • Ruaidhrí: An Irish name meaning "red king", and the name of Ireland's last king.

Female:

  • Avabella: A combination of the names Ava (derived from the Hebrew Eve, meaning "to breathe" or "to live") and Bella (a Romance language name meaning "beautiful" or "beauty"). Put together, it roughly means "to live beautifully".
  • Doireann: An Irish name meaning "sullen" or "tempestuous", and featured in Irish mythology.
  • Xanthousa: A name meaning "fair-haired", it comes from a Greek version of the Rapunzel story.

Gender-Neutral:

  • Puissance: An English noun meaning "strength, power".
  • Tlilxochitl: The Nahuatl name for vanilla beans, it means "black flower".
  • Zenith: An English noun that refers to the highest place a celestial body can reach, or the culminating or highest point of something.

2.  Appearance

2.1  Forms

  • Lupus: Up to the adopter.
  • Secui: Up to the adopter.
  • Optime: Up to the adopter, but is a possible preferred form.

2.2  Modifications and Accessories

  • Up to the adopter, but this character comes with a leather halter-type top, short skirt and overskirt, and wears a decorative leather belt adorned/held in place with small animal bones (which may also double as fasteners or buttons of some kind). It is the adopter's choice whether or not the character wears this outfit or simply has it in their possession, and can instead be used for other characters or not at all. The color and decorations of the outfit is also up to the adopter - the linked reference image above is only to give a general idea of the outfit's appearance.

3.  Personality

This character is confident to the point of vanity, self-possessed and sure of themselves above all others. They are intelligent and quick-thinking, ever aware of their own mortality and the chaos reigning where there is no law. They are used to looking out for themselves, and nurture a selfish streak that is eroding from time and life experiences. Despite their arrogance, they do try to be polite and welcoming, but have little patience for slow thinking or those who don't hear them out. They also expect others to treat their fellow canine with some level of decency, and despite some mean qualities, they do have the capacity to care and feel a sense of injustice. The right circumstances could lead them to becoming more charitable and compassionate of others.

This character, if they had a D&D alignment, would be Chaotic Neutral with Chaotic Good tendencies. From to least importantly, they believe that they:

  • Shall lie to promote their freedom, as lies are useful when it comes to survival
  • Shall not kill the innocent, because murder of the innocent is a coward's act
  • Shall break the law whenever convenient, as laws are fluid, unnatural and a construct of Luperci making
  • Shall help the needy, but only when the character's needs are met first and there are no pressing circumstances
  • Shall honor those who promote freedom and goodness, but doesn't consider themselves bound to doing the same or supporting their mission

In regards to their alignment and their behavior, they are, from most to least likely, to:

  • Believe luck determines wealth, for every living creature is the plaything of Lady Fortune
  • Think they're above the law, for laws are an artificial construct
  • Find most people narrow-minded and inflexible, desperately trying to forget that they're animals playing dress-up and pretend
  • Support their family despite any personal discomfort, but won't like it and may turn on them if treated poorly
  • Feel guilt from committing wrongdoings and seek to right wrongs, but only in a few rare circumstances (such as stealing from someone trying to feed a starving family)

4.  Relationships

This character was raised in a very "I have mine, you have yours" type of pack or family. They survived off the land with little to no "civilized" tools or structures, and are unfamiliar with newer ideas Luperci are pursuing. They experienced a very sheltered or cloistered upbringing, with a distrustful and tight-knit family that didn't tolerate any sort of disobedience or control from others. They have absurdly high expectations of others, and find it difficult to keep relationships (friendly, parental, romantic or otherwise) where devotion and loyalty to one another isn't emphasized. This said, they value flexibility and freedom in any relationship, and may break rules and be hypocritical to satisfy their own wants and needs. It's very likely they've had a lonely or strained life outside the company of like-minded individuals or kith and kin they weren't raised with.

There are a number of open territories you can use as a place of origin for this character, or create backstory and ties to. Good examples for this particular character include Algiers, El Malecón, Rivière-aux-Graines, and Tripoli. The on-board settlement of Amherst may also be a good option.
