Victoria "Vic" Houlihan is a wild and boisterous gangster from Freetown. Raised by a tough and mean-spirited mother, whose own morals left something to be desired, Vic was encouraged at a young age to toughen up and fight for herself. Taking after her mother, Vic is a crude, unsympathetic, and rough woman who can just as easily be heard laughing at a wholesome joke as she can screaming obscenities at a terrified child.

When her kid brother decides to join the same gang that she's a member of, Vic offers to help him prove his worth... only to lose her life alongside him during the final stage of La Marea's attempt at revenge.
