1.  Description

Bucharest's most important function is providing a link between Istanbul and the rest of the European continent, though it has decent large population at any given time, many are transients. Few choose to stay in this area for very long; it is similar to Warsaw in that it is a potential area to find trade, but there is far less organization, and with harsher residents and terrain, there is a higher chance of crime. Even so, there is a constant flow of canines into and out of Bucharest; the roads and routes into and out of the city are never empty.

2.  Culture

There is one primary Luperci wolf pack of about twenty members, retaining a more feral pack structure (alphas, betas, members, etc) with near-extremist strictness. This pack could be likened to a mob, pushing outsiders out of the area and generally being a pain, as well as warring with the more populous dog members of the city for territory. These wolves ostracize and reject jackals, specifically seeking them out for their "industry," and typically consider themselves superior to everything else around them.

Slavery is a small-time industry in Bucharest -- this Luperci pack trades in them with outsiders, keeping anywhere from three to eight slaves at once. Other areas accept this with varying degrees -- as there is no overarching system of law anywhere, there is no way to enforce bans, though individual canines or groups might prohibit it. Generally, this sort of trade is supported in areas where manual laborers are more useful -- e.g., Berlin or Amsterdam. Southern areas such as Beirut or Cairo are less supportive, though the latter is careful to hide the fact that an underground, technically-legal slave trade exists in the city.

2.1  Species

European jackals and Common gray wolves make up the majority of the population, though there are many transients and thus many other species found within the city. Most of the permanent residents within the inner parts of the metropolis are dogs and dog hybrids -- despite being Luperci, these dogs still roam in four-legged packs with one another, generally avoiding contact with two-legged Luperci and holding a prejudice for them. The dogs generally don't leave their particular area, but they might attack a Luperci who comes too close. The dogs range in color from grayish to yellow, and weigh about 70 pounds, being rather large for dogs. The city had a large stray problem prior to the demise of humanity, and these dogs are the result of the past twenty years without humans, the remaining dogs being the strongest and most able of any formerly-domesticated canines left.

3.  Significance

• Bucharest is part of an important trade route spanning Berlin, Budapest, Istanbul, and Warsaw.
• Slave traders in the area may acquire slaves by setting up false religious centres for the faithful and needy. Gjalda, a former slave of Salsola, was tricked into becoming a slave this way.
